I’m trying to make a picture frame with a similar profile as the attached images. I would like the frame to be ~4in wide with the same profile as attached. Does anyone know of a router bit combination that could work for this?

Looks like a crown moulding with some detail trim applied.
I agree that picking up some crown at the lumber yard may be more realistic than a 4" tall router bit. The main profile is an ogee and a large raised panel bit in the router table could get you started.
The first pic is broken for me so I am having a little trouble making out the balance of the profile. Using multiple bits and multiple passes is not uncommon in making picture frames in the home shop.
After much searching, I believe the general shape I'm after is the "standard chair rail profile". But like you said, they don't seem to make 4in bits. I can only find a max of 2.75in
It's possible that you will want to make this out of two pieces of wood, one for the lower profile, one for the upper and then glue them together to make a single long piece that you can cut into the four frame pieces.
