Couple of things. While those basic forms are common - the versions you have are not. The differences are very subtle. I don't think you would ever find bits etc. that matched. Close maybe but not matching. I worked as draftperson for a custom furniture co. And clients would often supply drawings with molding shapes that were never stock. We never thought twice about it - I would send a CAD dwg to custom bit/shaper supplier and done. This was in NY and dont recall name but you could find out options easy enough.
This was done very quickly so it wouldn't be exact but close, and based on your tape it looks like it's between 1 1/6 and 1 1/8 high. There are parts of it especially the in-curves that one might call "antique" style. They are often called out as "bird's beak". The ovolo is elongated too slightly. Thought this might help a bit - and you may see why it would be tricky to find something off the shelf to shape this.
It is a classic ogee and fillet bit but without dimensions which one is hard to say . Look in the major manufacturers catalogs and try to match it. CMT, Freud ,Whiteside etc. Different makers will have slight variations. Exact matches might be hard to find or none existent. You can sometimes reproduce a profile with molding system bits and multiple passes. I find it easier if I don't have it and I don't see it to either get rid of all of it and replace with a close match or if that won't do ,carry a piece to a millwork shop and have it reproduced. A close match to that might be available and in stock at your local lumber yard and depending on the amount you need might cost you less than the bit!
That was my first try I took it to my go to lumber place and they had no clue they said it may have been flipped and run twice like you said though
A few years ago I was trying to match a profile of an old hand rail detail, and I took the piece to woodcraft supply in Rochester,n.y. and they looked through a catalog from freud and the matched was almost perfect. give them a try.
Try Eagle-America for some unusual and complex profile bits.
Looks to me like you could make that with a roman ogee bit from 2 different directions. It's a symmetrical profile and the outer edges would provide registration for the bit. This one looks to be ideal:
