Most router bases use flat-head screws for attachment, meaning that "center" is almost always not quite centered. Further, there is often too much tolerance in the fit of the guide bushing, which adds to the lack of precision. You can buy various devices, such as centering cones from third parties, but tightening the flat head screws will pull the base back out of center.
The best solution I've found is to replace the original base with one of Pat Warner's precision bases:
