Rubbing out spar varnish is much different from interior varnishes. Spar is much softer. If it's a baby-#### smooth feel you're after use steel wool in 0000 coarseness or wipe on your last coat so it does not need rubbing out.

As Lee says, spar varnish is manufactured with a heavy percentage of oil to make it soft and flexible so it can move when the underlying material moves. It is not a good finish for surfaces that will get a lot of abrasive wear. Because of it's softness, trying to work the surface may lead to problems. It just never gets hard enough to scratch and abrade consistently.
Compounding the problem is the additive polyurethane. The reason for adding poly is to increase scratch and heat resistance. This increased scratch resistance also works against getting consistent surface scratching and abrading.
