Some water dropped onto my table saw top and it rusted. I sanded out the rust, but there is a stain that doesn’t seem to sand out. Suggestions?

You might try wet-sanding it with w/d paper and light oil (3-in-1 comes to mind).
Any stain left is not going to come out after that. Probably some sort of reaction to dissolved minerals/chemicals in the water.

A stain probably won't hurt anything. My TS has several coffee cup rings on it that have been there for years.
When you remove rust, you are also removing part of the metal. What you are seeing is the area where the oxidized metal has been removed.
Sometimes sanding with 400 then 600 W&D paper lubricated with WD40 or mineral spirits will get most of it. But be careful sanding or you can get the tabletop out of flat.
