In the past years, I used to keep the shop down to fifty percent RH but my dehumidifier broke down and I see the RH going up to around seventy percent. What is a safe upper level before rust starts appearing on my tools?

I don't think you'll get rust until you have the combination where temperature and humidity create the dew point. I don't think this will happen as long as you have some climate control in the house. The 1st and second floor of my house is air conditioned, but my basement is not. I've just turned my de-humidifiers on and they're struggling to even lower the humidity to 70% rh. This is a normal occurence each year, and I don't have any rust. I do keep my cast iron surfaces coated with Sandaro top coat. I don't do it to prevent rust, but I can't rule out that it might be helping.
