I have a bunch of sanders, the sort that has a rubber cylinder, locks into a drill press, with sanding sleeves that fit on the cylinder. For the life of me, I can not get new sleeves to slide all the way on the cylinder. They’ll go about half-way, then bind up. Is there some trick to getting the sleeve all the way on the cylinder. – probably something very simple, but I have tried wetting the rubber, even greasing it. Help, please.

I'm assuming you've loosened the nut at the top of the cylinder.......................
If the drum has been left for a long time with the nut tightened, the rubber will bulge and have a hard time regaining it's shape. Try warming the drum with the nut completely loose, say an oven set to 120 degrees, and see if it regains it's shape.
The good news is those drums are pretty cheap and a complete set can be had for $17 here:

Well, yeah, I did realize the nut needs to be loose. But I never thought that the rubber would bulge when the nut was tight for a long time, which it was. I'll try the heating thing, and probably loosen the nut from now on when the sander is not in use. Thanks.
Sanding Sleeves
You could cut out your own sleeves from sandpaper and glue them to fit. You could also try a little silicone to slide the sleevs on that are tight.
