sanding veneered hardwood plywood–starting grit

The veneer on hardwood plywood can be very thin.
Am I right that the veneer is already sanded by the manufacturer and one should start with a very fine grit, such as 220 on a random orb sander to start? what successive stages are best. I think I will be using an oil based stain. Does the sealing finish matter?

I wouldn't power sand. Near the edges, especially, I would bet money you'll blow right through.
Hand sand with 220 and call it a day.
It seems that plywood veneers have become thinner and thinner. Unless you can find some with substantial thickness, I would only sand by hand and only very carefully at that. Yes. 180-220 would be good to start with depending on how rough the surface is how hard the species is.
