Scraping is done in lieu of sanding. You typically don't do both, but if you do, you scrape last. Scraping results in a surface with more clarity and transluscence than sanding. It's also healthier (little dust) and not as noisy. You do have to learn to joint and burnish your scraper blades however. There are some jigs on the market that make this a relatively easy task.
Look in your bookstore, there are many good woodworking books that describe scraping in far more detail than we can go into on this forum.
