We are currently doing a rather large project with this venneer.
Half the shop is breaking out in rashes; a few so severe they are having to stay home.
What gives? I see that it’s “somewhat reactive” but what are the real and long term implications.
Is it a problem after a finish has been applied (lacquer) and will it react with the finish?

You're getting classic allergic reactions to the wood dust. Everyone in the shop should be using respirators, and probably wearing long sleeves as well. In most cases the rash will go away as soon as you take away the irritant, but people can build up a sensitivity and the reactions can be frighteningly worse the next time around.
You shouldn't have any special problem with finishing.

I have had several friends who were sensitive to it. Both after breaking out, went back dressed in tyvek suits, with the sleeves and cuffs taped, to clean up the shops, but found that even taking precautions, broke out around their face mask and goggles, edge of gloves, and even through the lacing of their shoes, just trying to clean the shop of all of the dust.
You don't really need to worry about it after it is finished. It is mainly skin contact. The shop really needs to be cleaned super clean before the sensitive ones come back to work.
