Over here (west australia) you can buy the rope variant in the Hardware super stores, the sea grass you could get by going to a furniture store that imports from asia, you just need to get them to order some with their next container order. I have gotten rough sawn boards of asian species this way. It worked out REALLY cheap too!
there's a place called frank's rush and cane. they have a website i believe, and they are out of huntington beach, ca.
there is also the caning shop in berkeley...
The address for Frank's Cane & Rush Supply is http://www.franksupply.com. They have a good selection of sizes. Rockler also has seagrass if you live near one and want to check it out in person. However, they only carry it in one size. Also, if you are looking for reference material, I can recommend "Hong Kong Grass, Rope, and Twine" by Ruth Comstock. It's really just a small booklet, but a good investment for under three bucks.

The paper rope is called fiber rush or Danish cord.

I rushed 12 chairs earlier this year, two sets of six, this was my first attempt. They all looked good, the second 6 was gooder than the first six. I bought my supplies from Caning & Basket Supply Co. Ph: 323-939-9644 Los Angeles CA 90019. They have samples and a nice catalog , very nice people to deal with. Apparently they have a workshop doing this type of work there. I called with questions on staining and varnishing the rush. they told me what the fellows in the backshop used and how they did it.
I'm sure there are others with just as good service. This was my personal experience with this company.
I used app. 270' feet of rush per chair for ladder back dining chairs. Keep your rope tight as you weave and be sure you have time to finish the chair the day you start. Dampen your rope in warm water, ONE TIME, this is a paper product and will disintegrate in water.
