As asked, the question can't be answered. It could be differences in margin between retailers. But there are differences among grades of shellac based on where and when the resin was collected, and how and to what degree the shellac as been refined.
Jeff Jewitt's company at http://www.homesteadfinishing.com has a good selection, but shellac flakes can be found widely among woodworking supply stores on the net.

Then let me rephrase - assume your buying the same grade/color shellac from two different companies. Why the big diference in price?
First, it's a secretion, not an excretion (i.e., it ain't "bug poo.")
The difference in price tends to reflect the difference in profits and/or operating costs for the companies selling the shellac. Note the difference in prices between, say, Amazon and Garrett Wade for the same item.
