Actually, it would probably work, but why chance it? Use the dewaxed shellac instead. Also a one lb cut is a little strong in my opinion, I would start a bit thinner. With all that being said, always finish a test piece, there is no better answer to your questions.
If you put the shellac on first as a wash coat, the water based dye will not be able to penetrate the surface properly. You might consider dying the wood first, applying the shellac wash coat, and then apply the gel stain as a glaze on top to tone the wood. I would still used dewaxed shellac though.
Yes, but a 1 pound cut is a little heavy for a wash coat. I'd try half pound. And only on a practice board first.
This is exactly what "wood conditioner" and other products are marketed for, to reduce blotching from stain. They usually use some kind of a very thin varnish to do the job, but shellac does the trick too.
ONLY use dewaxed shellac,
