I’ve built a shooting board for a veritas shooting plane to make small wall mounted cabinets but didn’t quite get the angles correct or there is something else going on.
Does skewing the blade with the adjustment screws actually change the angle of the cut?
I’m new to this kind of thing, thanks for any help.

It doesn't change the angle that is cut on the workpiece, which is what matters. It's hard to get a shooting board perfect. It's best to use some shims on the workpiece to dial in the correct angle. That's if it's already close to begin with.

I suspect your shooting board is at fault. I think what you are trying to do is shoot what are often referred to as case miter joints and that requires a unique style of shooting board. Can you post a picture of the board you made?
I think shooting is done after you cut the miters on a miter sled.
