several questions- in the drawing it shows I need to cut an exhaust outlet 27 inches long in a piece that is only 21 3/4 inches wide – Picky I know, but an accountant turning into a woodworker carries that problem.
When it talks about making to size for different vac, how about some clearance measurements from vac to walls, and vac to top. Otherwise if I make it too big, I might not get the best sound deadening.
Finally, what about 3/4 plywood vs MDF, how much sound deadening difference is there between them?

You're supposed to cut the back piece 29" wide, cut the 27" slot, then put the whole thing in a big ol' vise to squeeze it back down to size. You're an accountant--think of it as discounting.
MDF is well known as a very "dead" material, acoustically speaking, so it will likely perform better than plywood, although the difference might not be noticeable. After all, you're relying on the acoustic foam to do the bulk of the work. For the same reason, I don't think the sizes of the clearance spaces around the shop vac will have any effect on the acoustics (within reason, of course; an enclosure the size of a football field will be quieter than a 2' cube).

Our apologies, there was a typo in the drawing. The exhaust outlet should be 17 in. wide, not 27. Regarding how much space to leave around the vacuum, you can make the width and depth of the cabinet just enough for the vacuum to slide into, but leave about a couple of inches headroom for the exhaust air to exit the vacuum freely. Tom Schrunk hadn't used plywood, just particle board and MDF, but I doubt you'd notice too much difference.
