Skylight that opens up to the roof
I have a small hole (23″x27.5″) access to the top of my roof that was covered with a makeshift hatch which has now deteriorated. I have searched for a skylight on the market and found that while there are plenty to choose from I can’t find one that actually opens to allow access except in industrial models that cost $$$$$. I do not have a lot of talent in woodworking but have decided to learn how I might make this myself.
If anyone has any tips on what to do first and ideas on building this I would be happy to hear it.

How about building one similar to one used on a traditional wood boat? They are designed to open for ventilation and to keep water out. If this is interesting, I can give you a source or two.

Take a look at 25 Woodworking Projects for Small and Large Boats, edited by Peter Spectre and Boat Joinery & Cabinetmaking Simplified by Fred Binham. the first is published by WoodenBoat Books and the latter by International Marine. Both have some information about building skylights and hatches that are designed to keep the water out.
You should be able to get some good ideas from those sources anyway.

You might check out products which Velux calls "roof windows". They are skylights which open to provide code-legal alternate egress. That is, you can climb through them.
