Jack,
Slicing gauges are commonly called cutting gauges in most catalogs or are grouped in with marking gauges. A true cutting gauge, like Latta uses, has a blade set up a bit different than most cutting gauges but a cutting gauge will work just as well in most applications. Lee Valley has several of them as would a number of other woodworking catalogs.
The type Steve Latta uses is possibly a homemade that uses X-acto knife blades and is a nice design because you can adjust or replace the blade easily, and the cut is easy to see as you make it. There are a couple of pictures of his gauge on page 103 in the box marked "Shopmade Stringing". You could easily modify a commercial gauge to duplicate the way his is set up, if you can't find one.
