Can someone please give me directions and recipe for the water/ glycerine/alcohol concoction used in softening veneer.
Does the softened veneer have to be treated in any fashion before gluing it to the substrate?

Here's a couple:
From David Marks:
4 parts water
2 parts glycerine
1 part alcohol
2 parts plastic resin glue
Another recipe:
2 parts yellow glue
3 parts water
1 part glycerine
1 part denatured alcohol
I've heard that you can leave the glue out of both of these recipes and that it is still quite good, some even say better. After drying under mild pressure, the veneer should stay flat for months if you store it flat ( I use a flat board on top and bottom also).

I have never done anything unusual. Just make sure that all is clean of dust and oil-free.
