Has anyone ever seen software to layout a shop. This would be similar to programs used to deisgn kitchens.

Google recently bought the company that makes SketchUp software - so there is now a freeware version (http://www.sketchup.com). ; And if you search FW archives you should find an article on use of this software for designing a woodshop along with a website with 3D tool images you can download.
I used this software to design my shop. The learning curve Sketchup is pretty short and you can view your plan in 3D.

Grizzly also has an on-line shop planner, with scads of scaled pictures of equipment that you can drag and drop onto your floor plan.

For a real low-tech option, try graph paper and paper cutouts of your tools (all to scale of course!). I am a techie kind of guy but I found that this simple approach was much easier for laying out my shop.
