I have a solid wooden table made out of different pieces of wood – Leadwood ,olienuout wilde mango etc
we have put raw linseed oil on as per advice from person who made it and then last week my helper put woodoc outdoor wax on table –
it is now sticky and had blotches on it
any advice what to do

Warning - not an expert.
Woodoc is just light hydrocarbons. It has probably penetrated under the linseed oil finish and saturated some parts of the timber more than others.
You have two options:
1. Leave it alone - this is the best option. The blotches will probably go away in a few days to weeks and it will do no more harm to leave it than has already been done. If it remains blotchy then you will have to re-finish the table - sanding is your friend here.
2. Attempt to remove the finish. Mineral turps will achieve this and may well also remove most of the woodoc.

Raw linseed oil takes a loooooonggggg time to dry. Putting that on was bad advice.
I would also wait if you can.
Is this an outdoor table? What will be it's use?

I can only tell you what I do with tabletops. Let me preface by saying I only work with oils.
Anyhow, my latest project has 7 kinds of hardwood edge-glued. Once I got it planed flat and sanded smooth I coated it liberally with Watco Danish oil and let it dry. The drying took about 2 hours.
After a quick rubdown with steel wool I wet-sanded it with more Danish oil. It's sloppy fun but yields a soft, smooth finish. I can give you the sanding instructions if you want.
