We used birch plywood to face the tops of window seats, and the aprons of the seats are trimmed out in “brown” maple. You know, the northern hard maple not selected for the clear sapwood.
What would be a good method (and materials) for coloring the birch ply to be a closer match to the maple?

I know this does not answer your question but the other thing you could do is embrace the tonal changes in the wood. I have made several pieces that have slight changes in wood color and some that have wildly contrasting colors like black walnut and Maple.
I did my whole basement in Birch and Birch Ply. There are many jumps of color between sap and heart wood. I used a very light stain "golden Pecan" I think. The wood does not match by any means. Most people like it when they see it. I often just hear the Gasp that tells me they like it.

A gel stain may be the way to go. Get a small can in two or three appropiate colors, they can be mixed together as long as the solvent for them is the same.Try several stains or mixes of them on scrap. Make sure if you mix them you keep track of the proportions.This way when you find the color you want you can reproduce it in a larger quanity.
