I am about to stain and finish red oak stairs that were just installed in my home. Would a gel stain, as opposed to a traditional liquid stain, help keep the mess to a minimum? Thanks for any advice.

Yes, maybe a little, but it will go slower than using applicator pads and rags with a liquid. You'll still be using a liquid coating of some sort for the finish, so why not mask the whole thing properly and use the liquid stain followed by the finish coats?
