I am building a Walnut book case. The walnut I’m using contains steaks of white wood. What is the best way to stain or otherwise finish walnut to hide the white streaks?

Use a dye stain such as Solar Lux or Trans Tints to even out the overall color. Be aware that the walnut will change color with exposure to light, and think of where you want to end up.
The easiest application is by spray. The stain will dry light, so wet it with mineral spirits or naphtha if you want a true read on color after it dries.

*You can blend the sap wood to match the heart wood by applying a mixture of linseed oil and turpentine, 50/50 over all of the surfaces. Then before you wipe off the excess, use a dry powdered pigment (burnt umber-is a good match) and rub it into the lighter sap wood. Remember, while most woods darken with age, American black walnut (Juglans nigra) will lighten with age, no matter what finish you use. Wipe off excess oil and stain and allow to dry 24 hours. Repeat if necessary, it is better to have two light coats than one heavy.Stephen
*Somewhere, (most recent FWW?), I read that you can make a stain by soaking old walnut husks in water for a few days, strain to get rid of all the big pieces and you will have a natural walnut stain that is supposed to work very well at blending in the white sap wood with the darker heart wood of walnut.I have never tried this, but after picking up all of the nuts from my trees and seeing how bad they can stain, it makes sense. Try it and let us know how it works.
