The common cure for static is to provide a better path to ground than the one you want to get rid of. I'm no scientist but, your static charge is probably a result of the motion of your operation much like a shop vac will pick up a charge via the air moving through the hose.
My first try would be a piece of wire from a grounded portion of the jointer (I am assuming the jointer power cord has a ground) to the cement the machine is standing on (another assumption). I cured static build up on my planer with a piece of chain attached that just drags the ground.
I used foil tape as shown in the picture to ground one end of a wire wrapping my PVC dust collector pipe. This eliminated all static problems for that installation. The other end of the wire is eventually attached to the ground on the machine itself.
As mentioned, you just need to provide a better path to ground to keep the build up constantly discharging.
Are you running dust collection on your jointer? I had a lunchboxplaner that had a plastic dust collection hood that effectively insulated it from the wire in the dust hose. Similar to GDB I ran a strip of foil tape from the body of the machine over the plastic so there was contact and the issue was resolved.
