Don't use the ROS.
Cutawooda,
What brand and size machine? What brand sanding disks? Hook & loop or self adhesive?
I have the Porter Cable ROS 333 VS. I got it about 8 months ago. Prior to that (for many years) I always hand sanded because I didn't think that an orbital sander could do a good job.
This machine is ten times faster than hand sanding, leaves no swirl marks and the disks don't clog and last so long I can't believe it. I cannot get a better result hand sanding. I have both the hook and loop and the adhesive bases. I am told that the hook and loop cushions the pad better for better results (that from Klingspor, my abrasives supplier).

I have the Rupes with adhesive pads and the Festo with hook and loop. The adhesive pads are better IMO in that they are not as flexible so don't tend to round off edges.I agree that you shouldn't be getting swirl marks with either type -- maybe a finer grit would help?
Try hand sanding with the 150 grit before the 220.

Sometimes with cheaper sandpapers, the grits don't run true to size, but some coarser grit gets glued on the paper. This happened to a friend of mine who buys decent quality paper, but got a badly-made batch of belts a few years ago.
My experience is when you press down on thr ROS it will leave a more pronounced swirl. Just guide the machine and let it do its work and you will have less of a problem.
