There are many manufacturers of aftermarket fences that can be adapted to almost any saw. The original style blade guard can only be gotten from the maker or off of a similar machine. Several companies make add on guards that could be used.
Some saws are hardly worth investing money in, what make and model saw do you have?

A quick Google search turned up a Performance benchtop table saw on a UK E-bay site. I've never seen the brand in the U.S.
If this is the saw you have, it may be a difficult to fit an aftermarket fence to it since most of the fences are designed for larger machines with square edged cast iron tops. You might be better off trying to find the original fence either from the machines maker or, with luck, you might find one on E-bay.

You can always just clamp a board down to the table, but it must be very close to perfectly parallel to the blade or you can get into a dangerous situation where the stock can get jammed or thrown back at you. If you are going to use a shop made fence it should be designed like a "T" square so it can be kept parallel to the blade.
