What is the fastest way to finish the surface of a workbench, to lessen the chances of getting splinters and snagging clothing? My husband thinks a coat of paint would do the job, while I think I have to get to work with the sanding block.

What wood? Splinters? Is it made of fir? Hardwoods don't splinter much.
Never have seen a workbench top painted. That actually might work. But I'd advise you to plane it, scrape or sand it smooth and either oil it or varnish it. I varnish mine.
