I am currently working on a queen size bed and am making the rails out of ps red oak 9 inches wide and 13/16 inches thick. Do you all think this is thick enough?

Yes.
It is probably sufficiently thick to prevent vertical deflection but you will need to brace with slats that are anchored to the rails to prevent lateral bowing/movement. I think you would be better served with 1" or 1-1/8" rails.
This is a case of 20/20 hindsight (poor planing) I have never built anthing so large and didn't give it enough thought. I was planing on glueing and screwing a 2/2 lip on the bottom of the rail to support the slats. I had thought of lateral movement until you mention it I could drill and put dowles in it to prevent that. What do you think?
