Two legs in front (facing the bar) so that you can get closer to the bar and also because you can put in a cross bar/foot rest between the two.

My suggestion is to make a prototype first. I scrapped my three legged shop stool for one with four legs; it kept wanting to tip over. That was with a sober operator!

Four legs unless you make the stools like in a Jackson Hole bar where you sit on saddles and hold onto to saddle horn. But I did see a 21 year old girl (free drinks on your 21st) on crutches almost fall off until her "friends" caught her.
