You can cut the tongue with a rebate plane, coming at both sides of the board. Still available new.
The groove should be cut with a plough plane (or grooving plane). These are only available second-hand, as far as I'm aware.

A Stanley #12-250 Multi-Plane will easily cut tongues and grooves. I have one and I'm delighted with it. It doesn't do everything, but what it can do it does very well. You can get them new from Garrett-Wade, Highland Hardware and Woodcraft (IIRC) among others.
If the Stanley doesn't shine your shoes, there is the Clifton/Clico Multi-plane that will do everything anyone might want--at about four or five times the cost of the Stanley. The Clifton is sold by Highland Hardware and Woodcraft.
