help – I bought a pair of bits to Tongue and groove some 3/8 cedar for closet lining. Both bits have bearing guides on the ends. When I center the bit on a board, the bearing does not make contact. In other words, I have no idea how to use these bits.

Where did you find a tongue and groove bits that have a 1/8 tongue.
Personally I would just put rabbet joints and over lap the two joints.
Eagle America #190-2412, 2-piece "v" tongue and groove set. Rabbets would have been to easy and cheap - ha.
Mount the router in a table and use a fence. The bearings make it easy to line up the fence
