Mike Pekovich’s Tool Chest with Drawers seems to sit on a custom rolling stand in his shop. Does anyone know where to find the plans to make that stand?

Here's a small table/stand that D. Richards helped me with for holding a cabinet. It could be about the right size. I just put some measurements in the screen shot to give you an idea. I can send a skp file if you're interested. Sorry, just noticed that you want rollers. I don't know if this table would take casters easily.
I did the plans for the chest but I don't know if there were ever any plans created for the stand. It wouldn't be especially difficult to design a similar stand though based on the size of the chest.
I might encourage you to try to make your own plans and design. Such a basic structure is an excellent way to broaden your skills rather than always relying on pre-printed plans. If you rough out some ideas either in software like SketchUp or graph paper and pencil you could post them here for advise and suggestions. Learning to make your own designs and plans will open up all new avenues and potential in your woodworking.
