We have a piece of furniture that has been painted with latex paint recently. As this is a piece which will see items placed on it etc. what is a good choice to top coat this finish?.. Is water based poly a good choice?

No latex for furniture
Latex paint is never a good choice for furniture--really only desirable on walls. Neither does it really make a good base for harder finishes, such as water born acyrlic clear finishes, even if they include polyurethane resin. Frankly, the best choice would be to strip off the latex paint and begin with a better paint. Oil based enamels are clearly most durable and easier to apply than waterborne enamels, but if you must use a waterborne finish, top of the line 100% acyrlic enamels, such as Sherwin Williams Pro Classic or Benjamin Moore Accolade do make acceptable furniture finishes. Prime first--I like shellac based primers for good, quick drying results.
