I am trying to design and build a trundle bed for a daughter in the military that moves frequently. Having a hard time finding the slides/hardware for the lower bed. Have any of you built such a bed? Any advice on hardware on construction. All help is appreciated.

When I built one for my daughter I used a trundle frame like this.

I made two side panels for the bed, one fixed and the other attached to the trundle frame, like shown in this one.

You will need to purchase the trundle frame and mattress before designing the bed so you know how much clearance you will need to slide them under the main bed frame.
I built one so many years ago I cant remember the details. At the time I didn't know what a trundle bed was but they had the put together pamphlet from IKEA so I was able to see how it went together. They had mattresses so I built it fit around them. No steel frame, and I'm glad I've never had to do another one.
Making a bed military style involves a precise and disciplined approach. Start with a fitted sheet that fits the mattress properly. Pull it tightly over the corners of the mattress, smoothing out any wrinkles as you go. If you are using a blanket or quilt, spread it evenly over the flat sheet. Align the top edge with the top edge of the mattress and make sure it's centered.
