This one seems to be made of segments of solid wood. In production mode each segment would be cut oversized on a bandsaw and clamped to a jig to be shaped on a shaper then cut to length on a sliding table saw . Nowadays I guess there would be a way to skip the shaper and table saw with a cnc router.
For a one-off chair, bandsaw the parts and fit them up on the chair frame before shaping them. You could rough them with anything from rasps to a belt sander before fairing with planes and spokeshaves.
