Set it on a flat surface--your table saw, and turn it so three legs are firmly on the surface and the fourth hangs off. Carefully mark that leg and cut it to the proper length. You may find it is the floor and not the stool that is off.

I'm a chairmaker. On the rare occasion when one rocks (lol) I take the chair and put it on a flat surface. Your saw will work (my bench is dead flat). To find the 2 high legs, rock the stool. Which ever 2 have the rocking in them, put sand paper on the flat surface, and rub the bottom of the leg on it until it doesn't wobble any more. Go slow, and check frequently. It doesn't take long, unless it's "REALLY BAD".

Place the stool on a flat level surface and place a level across the top. A tablesaw top workls well. Shim underneath the legs until the stool is level AND it no longer wobbles. Then scribe with a compass using the surface of the tablesaw to the desired height and cut off the waste . Make sure you then slightly chamfer the new edges or the legs will chip out.
