I have a Delta 10″ left tilting unisaw, model 36-953. It seems to run and sound fine. I have a question about the arbor. When the blade is off the arbor is somewhat difficult to spin by hand. It gets easier then seems a bit difficult then easier. I looked at the belts and I don’t see any cracking but they do seem to deflect more than 1/4″ with not much effort. Do you think i need new belts.

Uni arbor
....404,
I am thinking bearings, arbor or motor. Easy to check, loosen the belts. If it truly is the belts, and by difficulty turning, you mean only slight stiffening, then I would live with it. On the Unisaw I once changed to twist-link belts, they did not allow full raising of the blade.
Another thought, maybe the most likely: one or another pulley not concentric. Check with a dial indicator; buy better pulley, or remachine a scored shaft.
But then, you did say it runs and sounds fine.
