It is a tool for repairing faucets, the old single handle type. If the flat surface that the rubber washer sealed against in a faucet was worn out, you used this tool to reface it. No known woodworking use.
Called a faucet reamer or a faucet reseating tool. They still sell them for about 12 bucks.

my guess would be its for measuring and when done, it folds up neatly...
