I have an online membership but I am considering buying the USB magazine archive. Is the USB archive exactly the same as the online archive? Is it possible to go directly to Issue 1 and read consecutively along? Online you need to load 18 pages to work back from the most recent Issues to open Issue 1. The Preview the Online Archive button on the order page does not seem to work.

The USB archive is essentially a collection of pdf files, one for every issue. Load the issue you want, and your computer will treat it as any other pdf. The archive also has software to let you search all the issues, shows thumbnails, etc.
I once made the same complaint 0f "terrible website navigation tools". However ....
If you load the "magazine" page from the banner at the top of any FWW web page, you'll see the url in your browser's toolbar. If you manipulate this url, you can move directly between one page and another of the 18 pages of the "magazine" web page set.
For example: to move to page 18 from page 2 change the "2" in the following to "18"
https://www.finewoodworking.com/magazine/page/2
You can do this with various paged subject-types in this website. It's a very clunky way to navigate but there's quite a lot of clunk in the FWW website overall. It's like something made on the cheap 10 years ago. :-)
Happily, the content (once you've found it) remains excellent.

Thank you for your replies. They are very helpful. I have a membership to Finewoodworking.com. I have found that the more recent issues in the Archive allow you to View Digital Issue, which allows you to flip pages like reading the magazine, including seeing ads, tips, letters, etc. For issues prior to March 2012, the Issue page then just shows thumbnails and links to selected articles in pdf format. It is understandable why that is the case.
I appreciate FWW's content (magazine, online, and podcast), and I can not get enough as a long time woodworking nerd. The staff does an absolute incredible job of bringing us knowledge and entertainment from some of the best craftsmen to be found.
