I have no idea what to tell you. I use veneer a 'bit' but no expert.
However I would ask the question do you want to try to keep it original or just fix it for use?
Singer introduced its first treadle-operated machine in 1856 so depending on the age of yours the veneer my be fixed with hide glue.
I found this link that may be of some help to you.

Maybe you could even Email them and ask if they know what materials were used.
My mom had one of those that was treadle operated.. I can hear my mom yelling (screaming!) at me and my brother as we were trying to see how fast it could go.. And then the little round leather belt would break!
