Can I use cypress (MS) as a substitute for white pine that will be veneered with walnut veneer using Veneer Bond Liquid Resin in a vacuum press? This is a chest of drawers. Sides and drawer fronts to be veneered.

That shouldn't be a problem. White pine is a traditional secondary wood in the northeast because it's in good supply and low cost, but also because it has great working properties for the functions of secondary woods (easy to cut dovetails, stable...) But there's no reason you can't use an alternative, including cypress.
Check out this article on secondary woods. It's got some nice background and tips: http://www.taunton.com/finewoodworking/Materials/MaterialsPDF.aspx?id=24961
