There is a whole chapter on the history of the chair, and plans, in Nancy Hiller's wonderful book "English Arts and Crafts Furniture."
Looks like there's plenty of info in the magazine article by Nancy Hiller.
I just made that chair with some changes. The secret I think is to make pattern templates of the back splat, and crest and front chair rail. You can draw directly onto a piece of 1/4 inch MDF or use some Luan to make the pattern. If you look at the article closely the back splat is represented on a grid as are the crest and front seat rail. Each square on the grid represents an inch. Take out your French curve and ruler and you can re-create the full scale pattern. I made mine slightly larger and the seat has a 4.5 degree trapezoid projection to the front so the chair is bigger than the one in the article. Make each pattern half of the pattern shown in the article and flip it over when you draw it out to cut and pattern route the outline on your wood. That way you will get a symmetrical result.
The chair has a wonderful whimsical feel to it. The heart back splat has a wonderful flowing curve to it and the tall back legs that almost come to a point are a wonderful element also, something out of the ordinary.
