I planning to put wall cabinets above my workbench. the height of my workbench is 36″. How high above it should wall cabinets be placed, in your opinion?

Put them wherever you can reach things inside easily. There are no rules.
But, only if you can pull your bench away from the cabinets by a foot or two when you work on something tall. That's when you really don't want the cabinets in the way.
The height isn't that important whatever works for you, but thinking about it, you'll want to decide on a height that maximizes your materials. For example 96"/3=32 minus the kerfs.
Something to consider is whether upper cabs over a workbench will interfere with your work.
Thanks Robert. Taking your suggestion, I will be moving my 94" length of cabinets to not be above my workbench.

The top shelf should be elbow-height with your arm extended. Means you'll easily be able to reach items on the top shelf.

Sorry, I correct myself. Should be low enough so yo can plainly see items on the top shelf.

I made a last minute decision when installing mine to raise them up so that I could fit more peg board on the wall in front of the bench. Bench is about your height and I'm 6'. I can reach the first shelf just fine. I can reach stuff in the second shelf in the front. Byeond that or third shelf I need a mini step ladder. I'm not happy about this but I don't go inside the cabinets that much. If I had to do it over again, I would move the bench elsewhere to have the pegboard and then have cabinets lower.
