Why would you? Add another coat of oil based. Sand lightly first.
Even though I’m using a satin finish, it’s too shiny but I can find an oil based wipe on poly in a matte finish, only a water based one. I’ve tried sanding it down and it’s still too shiny.
Look for some finer grade sandpaper, maybe hit the automotive finish store and grab some 1000 or 2000 grit? Or maybe ask the guys which polish they would recommend to get you to the sheen you want.
I've never been a fan of mixing oil and water finishes like you're asking about.
I would not mix them, sdd a coat and try rubbing it out with 0000 steel wool. If it is still too shiny work backwards through the "grits" of steel wool. Use a little paste wax as a lube.
In reality, if you let it cure really well, like 45+ days, you can probably put anything over anything. As a matter of good practice, I try to keep it in the family; oil over oil and water over water. Just my 2 cents.
Let dry for 72 hours and use a seal coat of dewaxed shellac.
There is a reason for the proverbial caution against mixing oil and water. Don't do it. Keep looking, you'll find a oil based matte.
