The original Waterlox Finish/Sealer is not available in California owing to its
high VOC content (>600g/liter). Waterlox sells a low VOC version, but I am
wondering how its performance compares to the original. Opinions?

I'm not familiar with Waterlox, but it sounds like the low voc version is water-based. Even if that's the case, you don't have anything to worry about, it'll be the same good product but with a slower drying time.
