Waterproofing Wood for a stream

I’d suggest a marine grade epoxy.

Yes, epoxy with a suitable epoxy primer/sealer. Check out boat construction materials. You can "finish" the dry portion of the table with varnish although I'd seal everything with the epoxy sealer first.
