as far as I can tell from the dismally dark photo it is an attachemnt for a bar clamp ....?jorgenson
it attaches to the linear body of the clamp to assist in levelling the dlued up stock as it buckles from the stress of clamping
If you only have one of these,too bad, casuse when you need em, you need more than one

This is an attachment to a bar clamp for installing hardwood edging to a piece of plywood. They still make these things.
