I am going to build some outdoor use adirondack chairs that I am going to prime and paint. I am good with routine maintenance, i.e. painting each year if nec. Am I safe to use pine or poplar to be cost affective? Any recommendations?

What pine ?
Cypress, Cedar and Redwood of the pines will hold up. But you run of the 'mill" big box store pine will decay in no time.
Totally forget the poplar if it will be out in the weather at all.
