What polish will give me the highest gloss. I used
Waterlox hi-gloss finish. Also, What polisher will
yield the best results, Orbital or Circular. Recommendations
will be appreciated.

If you want a high polish that is hard....shoe polish...and you probably don't need to much advice on how to achieve good results...
Automotive finish products will give you one of the highest, if not the highest sheen.Orbital v. circular... well orbital has a more aggressive "cut" but most circular polishers will have a larger diameter, hence higher rim speed and a faster work rate. I'd go with a dedicated buffer.
On a well cured/dried finish, wet block sand down to 2000 or so, then use automotive rubbing compound with a buffer, then switch to an automotive "anti swirl" compound...will be as near to glass as is possible.. I make pool cues and they are like glass...
