I have to paint some lattice to match the color
of my house and fear it will peel eventually
as I live in Palm Desert. Is there a particular
kind of primer that will hold the flat latex base
wall paint?

Spray paint with the new Krylon Fusion paint for plastic. The only stuff I know that will work on plastic. Possibly cheaper to order new lattice in the color you need and replace the old stuff.
I agree with Bob, on both points.
Plastic expands and contracts a lot. Most normal paints will crack and peel as a result. The new Krylon stuff is about your only choice for a paint, or a primer. (Normal latex, either interior or exterior, won't work, regardless of the primer.)
But the truly best option is to replace the lattice with colored lattice.
Unless you're the lead dog, the view just never changes.

I failed to mention I'm required by the homeowners
association that the lattice match the house color. It's
highly unlikely the Krylon product will offer the color
required. Any ideas?

Not an easy task. Most primers won't bond well to plastic. Shellac will, but not good for exterior use. A couple possibilities. Go to a good auto paint supply store. They have special paints for plastics. Catalyzed urethanes I think. Very expensive, like $100 a gallon. Also hard to apply. I don't think brushing is an option and surface prep is critical. Or, go to an auto supply and buy duplicolor spray that looks about right. Its made for exterior use and is a much tougher product than the typical $3 spray paints. Spray the lattice and hope it doesn't peel off. Also, a company called Plasti-coat makes a vinyl spray dye. Supposed to penetrate and dye the plastic itself. Never used it myself. Also, try a boat supply store. They might have an epoxy or acrylic that would work.
